The United Kingdom announced a £100 million allocation to create a national Artificial Intelligence Biosecurity Laboratory, described as the first of its kind globally. The facility will be built under the current budget plan and is intended to reinforce the country’s defenses against emerging biological threats that could be amplified by advanced AI systems.
The AI minister presented the lab as a major new global institution that will gather world-leading scientific expertise to protect citizens as AI capabilities evolve. The chancellor emphasized that the initiative forms part of a distinctly British approach to AI, aiming to avoid leaving workers behind while bolstering national interests and industrial strength.
Leading AI developers will back the project, with OpenAI and Anthropic each providing model credits valued at £200 million that can be applied to the lab’s research. These credits are intended to give scientists access to cutting-edge generative models, enabling rapid assessment of how sophisticated AI could be misused in biological contexts.
The budget also earmarks £120 million for the AI Security Institute, an entity created in 2023 to evaluate risks posed by the most powerful models and to promote collaborative testing standards. Additional allocations include £60 million for a National Cyber Shield that will deploy agentic AI to reinforce cyber defenses, and £70 million for a National Exposure and Real-Time Vulnerability Centre aimed at detecting weaknesses across critical infrastructure.
The announcement follows a recent incident in which the UK government temporarily took several online services offline after a critical flaw was discovered in the PHP programming language. Researchers identified the vulnerability, dubbed php2shell, and warned that AI tools can surface dormant bugs quickly, highlighting the need for robust AI-driven security measures.
Together, the new laboratory and the surrounding funding package aim to position the United Kingdom at the forefront of AI-enabled biosecurity, while reinforcing cyber resilience and establishing technical standards for safe AI development. Officials anticipate that the combined investments will generate skilled jobs and help rebuild industrial capacity as AI becomes increasingly embedded in public services and the economy.
